Toto Finance asks Cardano holders for 22M ADA to build a copper reserve

A withdrawal of ~22M ADA (~$5M) would buy COMEX copper and tokenize it as CuTT. Break-even requires a 49.4% copper price rise. Voting runs through November 15.

Toto Finance Inc., a Delaware-based tokenization outfit backed by the Cardano Foundation Accelerator, has filed an on-chain governance action asking Cardano DRep voters for about 22 million ADA (~$5 million) from the community treasury. The requested funds would buy COMEX Grade 1 copper cathodes to seed a tokenized reserve called the Cardano Strategic Copper Reserve, with each verified pound represented by a token called CuTT. Voting runs across epochs 661 to 668, closing on or about November 15, 2026. The proposal is covered by CoinDesk on October 23, 2026 and Crypto Briefing's write-up of the same filing.

What the proposal does

Toto Finance's withdrawal splits roughly as follows, per the filing summaries:

  • ₳14.72M (66.93%) to purchase physical copper cathodes under COMEX Grade 1 specifications.
  • ~₳3.36M to Toto Finance: ₳2.64M for technology and project management, a ₳441,732 execution fee, and up to ₳278,291 as a margin on third-party storage and insurance invoices.
  • The remainder covers independent oversight, auditing and custody.

The metal would be stored in a COMEX-approved warehouse near New Orleans for 18 to 24 months, then sold over the subsequent year. Toto Finance pledges to return 100% of net sale proceeds plus any unused funds to the Cardano treasury within 36 months of the withdrawal.

Tokens would first be minted on Ethereum and locked in a bridge contract to issue matching CuTT supply on Cardano. The bridge contracts and their security reviews are listed as future work in the filing — a point worth noting for voters weighing custody risk against the price-exposure thesis.

The numbers block

- Requested withdrawal : ~22,000,000 ADA (~$5,000,000)
- Share of remaining withdrawal
  allowance (~42.6M ADA) : >50%
- Treasury withdrawal cap
  (through ~July 2027) : 500,000,000 ADA total
- Used as of 2026-10-16 : 457,400,000 ADA (~91.5% of cap)
- Toto Finance take : up to ~3,360,000 ADA
  - Tech / PM : 2,640,000 ADA
  - Execution fee : 441,732 ADA
  - Storage/insurance margin cap : 278,291 ADA
- Copper buy : 14,720,000 ADA (66.93%)
- Target copper purchase price : ~$6.73 / lb (filing assumption)
- Target sale price : ~$10.06 / lb
- Break-even copper price rise : ~49.4%
- Hold period : 18–24 months, sold through month 36
- Vote window : Epochs 661 – 668 (closes ~2026-11-15)

The break-even math in the filing itself: at a ₳22M withdrawal, with ₳3.36M going to Toto and the balance into cathode purchase and ancillary costs, net recovery back to the treasury requires copper to rise about 49.4% from the assumed entry price. The proposal explicitly assumes the ADA/USD rate is unchanged over the hold.

Governance mechanics

The filing is submitted as a Cardano governance action (a treasury withdrawal) under the Voltaire mechanism activated by the September Van Rossem hard fork. Approval requires both DRep quorum (vote-weighted stake delegated to delegate representatives) and stake-pool operator support thresholds; the stake-pool threshold on treasury withdrawals is 67% of pledged stake. The on-chain action ID is not stated in either CoinDesk's or Crypto Briefing's write-up, and the Cardano Foundation forum thread for the proposal is not yet linked publicly — a secondary verification route for voters, when it appears, will be the official Cardano Governance Explorer.

Live tallies will update over the next three epochs. Neither CoinDesk nor Crypto Briefing cites a current vote tally.

What voters are actually being asked

  • A commodity price call. The treasury recovers in full only if COMEX copper rises ~49.4% over the hold. Below that, the treasury takes a loss. Toto Finance's filing cites copper's structural supply story (new-economy demand, dwindling grades at major mines) but the on-chain commitment is a bare directional bet; the proposal itself contains no hedge.
  • A custody and bridging risk. The metal is held in a Delaware-adjacent warehouse under third-party insurance; the token leg crosses Ethereum into Cardano through contracts not yet audited at the time of the vote.
  • A treasury-depletion decision. The withdrawal would consume more than half of the remaining ₳42.6M window under the current cap. A yes vote on this materially reduces capacity for other grant and buyback proposals through the cap's July 2027 expiry.

What to watch

  1. The on-chain action ID. Once the Cardano Foundation forum lists the action, DRep delegates will post vote rationales there. The rationales are usually the clearest signal of whether a withdrawal of this scale clears quorum.
  2. DRep participation. Prior large withdrawals (the IO Research ₳32.9M request earlier this year closed with ~86.7% against; see our IO Research vote post) have failed on no-votes rather than low turnout. Expect the same shape.
  3. Toto Finance's follow-up disclosures. The filing promises independent oversight, insurance paperwork and audit reports as sunlight items on the Cardano forum. First batch is listed as "pre-vote close."
  4. Comparable RWA treasury plays. No other L1 treasury has approved a direct commodity purchase of this scale. A yes vote sets a precedent for similar withdrawals; a no vote compresses the policy question into "crypto treasuries do not buy commodities."

Context — RWA treasury pattern

Treasury withdrawals for real-world-asset acquisitions are new ground for Cardano and for L1 treasuries in general. The closest comparator this year was IO Research's ₳32.9M development request, which failed with 86.7% no. That vote was framed as a development grant, not a commodity bet; the ask here is both larger as a share of remaining cap and structurally different — a directional trade with a hold period, routed through a tokenization company backed by the Foundation's accelerator. The two votes together — one on grant stewardship, one on treasury allocation into physical commodities — are the Voltaire system's first stress tests at the scale the mechanism was designed for.
