The Ethereum Foundation announced on July 29, 2026 that security researcher Pascal Caversaccio — known on-chain and on GitHub as pcaversaccio (or "pc") — joins its board on a one-year voluntary term. The board expands from three members to four; pc sits alongside President Aya Miyaguchi, founder Vitalik Buterin, and Swiss legal counsel Patrick Storchenegger.

What the board actually does

The EF board is not a protocol-governance body. Ethereum's protocol changes are decided through the EIP process, All Core Devs calls, and client-team consensus — the Foundation's board has no vote on any of that. Its remit, as the EF blog post frames it, is closer to a corporate "security council": it protects the Foundation's mission and ensures its compliance as a Stiftung under Swiss law.

That framing matters here. The board vote that seats pcaversaccio is a governance decision about the Foundation entity, not about Ethereum the protocol. The distinction is worth restating in a year when several public commentators have conflated the two.

Who pcaversaccio is

Pascal Caversaccio is a Swiss cryptographer and security engineer. His public footprint:

  • Co-founder and lead of SEAL 911, the Ethereum-ecosystem emergency-response initiative that runs the on-call channel security teams reach when a protocol is under active attack.
  • Author of two widely circulated essays: The Ethereum Cypherpunk Manifesto (2024) — an adaptation of Eric Hughes' 1993 A Cypherpunk's Manifesto to the Ethereum context — and Ethereum Privacy: The Road to Self-Sovereignty (2025).
  • Member of the EF's Silviculture Society since its formation, an informal counsel group the Foundation describes as focused on "censorship resistance, open source, privacy, and security."
  • Prolific in Solidity-security tooling and public post-mortem write-ups on GitHub (@pcaversaccio).

The EF post frames the appointment as elevating an existing Silviculture Society member into a formal board seat — not as bringing in an outsider. That reading matches the way EF has staffed its inner circle in prior years.

Attribution — read carefully

  • The one-year, voluntary term is stated in the EF's own post and repeated by all three secondary outlets.
  • The CROPS and Silviculture Society language is EF-internal shorthand; the EF's public documentation on both is thin, and outside observers should not read either as a formal governance body with defined powers.
  • Board decisions at a Swiss Stiftung are majority votes among seated members; four members means three-vote decisions are possible but two-vote deadlocks are not.

What to watch

  1. Renewal at the one-year mark. The initial term is one year. Whether the board makes it a standing seat — and whether other Silviculture Society members follow the same path — is the governance signal to track around July 2027.
  2. SEAL 911 conflicts. pc leads an emergency-response body that regularly gets called into protocol incidents involving grantees and portfolio-adjacent projects. The EF board typically avoids operational conflicts; watch how SEAL 911 disclosures are handled going forward.
  3. Foundation privacy posture. pc's public writing is heavy on privacy and censorship resistance. If the EF's privacy-in-Ethereum roadmap picks up funding or grantmaking priority in the next allocation cycle, that is where the appointment will show through.
  4. Board turnover cadence. The EF has historically kept its board very stable; today's expansion is the first structural change in years. Whether Miyaguchi or Storchenegger rotate off in the next cycle is the second-order question.

Context — the pattern

The EF has spent the past eighteen months restructuring: research organisation reshuffles, a new grants operator, and multiple long-time staff moving to advisory or independent roles. Seating pcaversaccio is the first board-level move of that cycle. It also marks the first time the board has expanded since Miyaguchi's arrival in 2018.

The reader test for whether this appointment matters is not about pc's Twitter presence — it is about whether the EF's Foundation-level governance now formally reflects the cypherpunk and security-council framing that has always been present in its rhetoric. Adding a SEAL 911 co-founder to the board is a concrete step in that direction.
